The area possessed great wealth in fisheries, furs, lumber, and probably minerals, and it would provide the United States with industrial and trade advantages. This lack of critical correspondence convinced Johnson that the American people were with him. During the secession crisis, Johnson had believed that a few arrogant planters had deluded the Southerners; he was now convinced that another minority, Radical Republicans, were bent on a similarly unconstitutional revolution. In the spring of 1867 Congress embarked on its own plan of Reconstruction. In March the first two Military Reconstruction Acts became law, placing the for- Page xxi mer Confederate states (except Tennessee, which had already been readmitted to the Union) in a sort of political limbo until new state constitutions and governments were created, based on a new citizenry—under these acts adult black males began voting in the South.

After becoming president in April 1865 Andrew Johnson implemented an amnesty policy that was built on Lincoln’s but took into account the new situation. Since the war had ended, there was no reason to offer a carrot-and-stick approach to speed the war’s end or to be fearful that pardoned persons would continue in rebellion.
